Knowledge and understanding

After successfully masterring the course, students will be able to:

1. Describe and distinguish the aims and consequences of the application of ICT and technological modernisation of administration;

2. Define and explain the concept of e-government, in particular its theoretical basis of development, phases of development, prerequisites and consequences; restrictions and threats, price, efficiency and developmental role;

3. Explain and describe the position of citizens and private sector with regard to e-administration, especially regarding the right to access information and protection of privacy, and modalities of the development of the relation between the administration and citizens via ICT;

4. Explain the role of e-administration on local level and define the concepts of e-participation, e-administration and policy process and e-administration and provision of public services;

5. Identify and explain the standards of e-administration prescribed by EU documents;

6. Define, describe and compare legal and institutional framework of e-administration in Croatia and the EU, and define manners of measuring e-administration;

7. Explain e-administration as a functional aspect of administrative reforms and the need for training staff to use IT;

 

Application

After successfully masterring the course, students will be able to:

1. Demonstrate and interpret various functions and instrum,ents of e-administration as an instrument of strengthening the role of citizens

2. Illustrate manners of measuring e-administration

3. Conduct a small research on a selected aspect of e-administration

 

Analysis

After successfully masterring the course, students will be able to:

1. Differentiate various instruments of e-administration and analyse basic standards

2. Analyse successfulness of individual states in the development of e-administration

3. Compare Croatian and European standards and modalities of realising e-administration

4. Analyse prerequisites and obstacles to the development of e-administration and factors of the development of e-administration

 

Synthesis

After successfully masterring the course, students will be able to:

1. Propose desirable instruments of e-administration

2. Collect data about the development of e-administration in individual countries

3. Devise new possibilities and overcome restrictions of usage of ICT in administration

4. Formulate prerequisites and conduct a process of data collection and their analysis and synthesis

 

Evaluation

After successfully masterring the course, students will be able to:

1. Reexamine the influence of e-administration of the efficiency of administrative operation

2. Recommend appropriate e-administration instruments for individual administrative functions and set priorities

 

 

Practical and Generic Skills:

After successfully mastering the course, students will be able to:

 

1. publicly present acquired learning outcomes

2. collect and synthesise the data from relevant sources

3. actively follow and analyse the development of e-administration

4. present and express their own standpoints about the role and implications of e-administration in an appropriate manner

Matching Assessments to Learning Outcomes:

Knowledge is tested by written and oral examinations.

1. Oral examination

Oral examination consists of testing the ability to define, explain and compare basic concepts and phenomena, to demonstrate the ability to apply them within the work of administrators, and analysis, synthesis and evaluation of acquired knowledge.

 

2. Research assignment

Research assignment enables testing of understanding, explaining and applying basic concepts and phenomena, and analysis, synthesis and evaluation of acquired knowledge.
