Description:

The purpose of studying the development of administration through centuries; contemporary administrative organization and traditional determinants; continuity and discontinuity. Principal administrative models in Europe: England, France, Germany. Development of administration in the Croatian surroundings: Austria, Hungary, Venice, Serbia. Administrative organization in the territory of Croatia in the Middle Ages. Central Power. Formation and development of counties, status and regulation of towns. Dalmatian towns until and after falling under the Venetian authority; the Dubrovnik Republic. Administrative reforms of Maria Theresa and Joseph II: absolutism, centralism and modernization; the Royal Council, circuits and towns; beginnings of administrative education (Political-Cameral Studies in Varaždin and the Faculty of Law in Zagreb). Bach s absolutism and modernization of Croatian administration; Crown lands in the Monarchy, circuits, towns and municipalities. Austrian-Hungarian Compromise. Knowledge and understanding

After successfully completing the course, students will be able to:

- define basic concepts connected with the study of the development of administration in Croatian areas and the European environemtn;

- recognise main institutional characteristics of the development of administration in Croatian areas, especially with regard to the regional division of Croatia;

- recognise main characteristics of administrative culture in the Croatian area, especially with regard to regional structure of Croatia;

- explain the development of administration in Croatian areas from the Middle Ages until modern time.

 

Application

After successfully completing the course, students will be able to:

- outline basic periods of the development of administration in Croatian areas;

- use knowledge about the development of administration in considering the situation in administration in modern time;

- apply basic administrative law and history of law terminology in explaining the development of administration;

- use knowledge about the development of Croatian administration in concrete cases.

 

Analysis

After successfully completing the course, students will be able to:

- analyse key sources of law that regulated the organisation of administration in concrete legal and social environment;

- examine the importance of external influences on the long-term organisation of administration;

- examine the connection of the development of individual forms of administration and political and social circumstances in individual historical period;

- compare the development of Croatian administration with the development of administration in England, France and Germany.

 

Synthesis

After successfully completing the course, students will be able to:

- formulate general characteristics of the development of administration in Croatia and characteristics connected with individual historical periods, and especially modern times;

- develop their own overview of the development of administration in Croatia;

- construct explanations about the purpose and determination of individual solutions in the protection of the rights of citizens considering social circumstances of their making and application;

- propose solutions for individualproblems of the organisation of administration.

 

Evaluation

After successfully completing the course, students will be able to:

- evaluate the development of administration in Croatian areas in individual periods of time with regard to the current situation;

- evaluate the function of individual administrative institutes in the reality of the operation of administration;

- compare the development of Croatian administration with the development in other European countries;

- conclude about the adequacy of individual administrative law solutions considering social and economic circumstances of their making and application.

Practical and Generic Skills:

After successfully completing the course, students will be able to better understand traditional determination of administrative organisation in Croatia and possibilities and restrictions of its further development, particularly with regard to regional division of Croatian society. On that basis the students will understand events and processes connected with f.e. reform of administration presented in professional literature and public media- The students will develop the ability to use administrative law terms in the descriptiona nd analysis of a wide range of issues and problems from the area of administration.

Matching Assessments to Learning Outcomes:

Knowledge is assessed through an oral examination which consists of testing the understanding of basic concepts and models and their application to the explanation of the development of administration in the Croatian area, testing knowledge about main administrative institutions in the Croatian area (f.e. county) and developmental determinants (f.e, tendency of estatisation). Success in the examination depends on the presented level of knowledge and understanding, and the ability of analčysis and synthesis of contents of obligatory examination literature, activity in class and (optional) presentation of a selected topic.
