A.a. Knowledge and understanding
After successfully completing the course, students will be able to:
1. understand the significance of public administration in modern society and distinguish and explain its basic concepts
2. explain the causes of the development of public administration and its relation with social-political environment and describe the changes in the role of public administration, from executors of political decisions to the preparation of public policies
3. recognise specific features of administrative organisations, public governance and public management
4. understand the structure, organisation and functions of the state administration, territorial self-government and public services in general and in the Republic of Croatia
5. explain basic determinants of human potentials' management in public administration, civil servants' law and civil service system
6. understand the influence of social processes on administrative systems, especially globalization and decentralisation
7. identify legal rules that regulate the organisation and system of Croatian public administration.
A.b. Application
After successfully completing the course, students will be able to:
1. interpret key characteristics of public administration
2. apply different approaches to the study of public administration, including the legal approach and multidisciplinarity and integrative approach
3. interpret social and political causes of the development and reform of public administration
4. demonstrate special characteristics of the public sector with regard to the private sector and outline the reasons for strengthening of private intiative in the area of public administration
5. use acquired knowledge about the structure and functioning of publlic administration for understanding the direction and measures of modernisation of Croatian public administration
6. apply basic legal rules that regulate the organisation and system of Croatian public administration.
A.c. Analysis
After successfully completing the course, students will be able to:
1. analyse the position of public administration in society
2. compare and connect different theoretical approaches to the study of public administration and administrative organisations
3. analyse mutual influences of the development of public administration and current social processes
4. analyse the dynamics and environment in which public policies and legal regulations as its instrument are formulated, adopted and implemented
5. analyse measures of modernisation of Croatian public administration
6. compare legal rules that regulate the organisation and system of Croatian public administration.
A.d. Synthesis
After successfully completing the course, students will be able to:
1. construct elementary explanations of the phenomena in public administration using and comparing different theoretical approaches
2. create elementary solutions for problems in public governance and public management
3. construct an analysis of basic principles of the operation and functioning of public administration
4. formulate challenges in provision of public services
5. propose elementary changes of legal rules that regulate the organisation and system of Croatian public administration.
A.e. Evaluation
After successfully completing the course, students will be able to:
1. estimate the trends in further development of the public sector
2. examine activity of administrative organisations on all levels using different theoretical approaches
3. assess the influence of different social, economic and political factors on the development and changes of public administration
4. evaluate imeplemented and planned reforms of Croatian public admnistration and their influence on the effect of administrative organisations
5. examine and evaluate legal rules that regulate the organisation and system of Croatian public administration.
