A.a. Knowledge and understanding
After successfully completing the course, students will be able to:
1. recognise and describe different types of towns and describe historical phases in their development
2. understand the position and role of towns, cities and capitals in the systems of modern multi-level governance
3. recognise and describe problems of management of towns, continuous urban areas and modalities of connecting towns with their environment
4. describe comparative experiences about the position and regulation of towns with special emphasis on capitals and metropolitan areas
5. recognise and understand different organisational and managerial innovations in modern urban units of local self-government
6. determine and describe the situation related to town management in Croatia
7. describe and explain the role of citizens in participation in process of town management and describe modalities of such participation.
A.b. Application
After successfully completing the course, students will be able to:
1. interpret social circumstances which affect the process of urbanisation
2. illustrate different tatuses of capitals and other cities by comparative experiences from other countries
3. interpret different organisational solutions for managing continuously urbanised areas
4. used acquired knowledge about comparative models and international principles of town management for the improvement of the legal framework of functioning of towns in Croatia and for the improvement of governing practice
5. apply gained competences in managing town services
6. outline adequate modalities of citizens' participation in the town management processes in concrete circumstances.
A.c. Analysis
After successfully completing the course, students will be able to:
1. analyse social processes thatinfluence the urbanisation process.
2. distinguish and compare different statuses that individual towns have within political-administrative systems they are a part of
3. compare and analyse comparative experieces related to the organisation of town administration, connecting towns with environment and the relation between towns and wider territorial (self) government units
4. categorise modalities of citizens' participation and decision-making in the town management and development processes
5. analyse and connect international documents that regulate the position, role and modalities of town management.
A.d. Synthesis
After successfully completing the course, students will be able to:
1. formulate and communicate solutions of problems related to town management caused by spreading of urbanised areas and increasing social density in towns
2. construct elementary explanations of urban problems and challenges in the light of historical development of towns and typology of town settlements
3. propose elementary changes of legal rules that regulate organisation and scope of towns in Croatia in view of European urban gains
4. create and formulate concrete measures for town management problems
5. construct adequate practical modalities of ensuring a wider and easier citizens' participation in town management in Croatia
A.e. Evaluation
After successfully completing the course, students will be able to:
1. estimate further trends in the urbanisation process and creation of continuously urbanised areas
3. judge the potential of towns for overall social and economic development of wider areas
3. assess modalities of connecting towns and environment and recommend adequate modalities of such cooperation in Croatia
4. examine and evaluate legal and institutional position of towns in Croatia
5. evaluate the potential for democratism, openness and participation of the existing legal framework in Croatia.
