Cognitive Skills:

A. a. Knowledge and understanding

After successfully completing the course, students will be able to:

1. describe political-administrative systems and administrative models in Great Britain, Germany and France

2. identify basic effects of managerial refroms in Western European countries

3. explain European administrative standards and their influence on administrative systems in countries in transition

4. recognise different aims. contents and methods of administrative reforms in Eastern European and Western European countries

5. define the notion of the centre of the government and describe organisation and methods of coordination in Great Britain, Germany and France.

 

A.b. Application

After successfully completing the course, students will be able to:

1. demonstrate the differences between political-administrative systems in developed Western countries and countries in transition

2. interpret the scope and effects of current administrative reforms with regard to the type of political-administrative system and administrative tradition

3. illustrate the influence of the European Union on the convergence of adminstrative systems in countries in transition

4. use comparative experience for the improvement of Croatian administrative system

 

A.c. Analysis

After successfully completing the course, students will be able to:

1. analyse political, institutional and organisational solutions from comparative administrative systems

2. compare and indicate specific effects of managerial reforms in Western European countries

3. differentiate between aims and methods of modern administrative reforms

4. examine the influence of socialist heritage on key problems of countries in transition

 

A.d. Synthesis

After successfully completing the course, students will be able to:

1. construct explanation of administrative models on elementary level

2. make proposals for the problems of Croatian administrative system following the model of Western European countries

3. propose application of modern managerial methods in administrative organisations

4. formulate aims and types of administrative reforms in countries in transition in line with EU guidelines

 

A. e. Evaluation

After successfully completing the course, students will be able to:

1. Estimate the influence of political-administrative system and administrative tradition on the development and reofrms of public administration

2. compare comparative political-administrative systems and types of administrative reforms

3. examine the scope and applicability of comparative experience and administrative models on the Croatian institutional-organisational context

4. assess the scope of Europeanization and the level of convergence of European administrative systems

 

Practical and Generic Skills:

After successfully mastering the course, students will be able to:

1. Publicly present and explain learning outcomes

2. Actively follow the course of administrative reforms in EU member states and analyse the situation in comparative administrative systems

4. Critically evaluate and propose certain solutions for the Croatian public administrations system based on comparative models

Matching Assessments to Learning Outcomes:

Knowledge is tested by mid-term exams and oral presentations of students or by oral examinations.
