Description:

Conceptual issues: purpose and role of local self-government; Basic theoretical concepts: administrative decentralization, political decentralization, subsidiarity, communal concept; Main comparative models of local government. Territorial organization of local self-government: criteria and demands for territorial organization. Territorial divisions in Croatia. Local affairs and competences: Vertical distribution of public competences between national and sub-national levels of government; General competence clause and enumeration; Obligatory and optional scope of competences; Delegated scope of competences; Local affairs and competences in Croatia. Local politico-administrative system: Political institutions in local self-government; Direct democracy at local level - referenda and citizen initiatives; Representative bodies in local government; Executive bodies in local government; Direct election of mayors; Administrative organizations in local self-government. Politico-administrative system in Croatian local government. Central-local relations: The influence of national-level institutions on local government; Supervision and oversight; Legal procedures of administrative supervision; Central-local relations in Croatia. Decentralization policies and the development of local self-government: Types of decentralization; Decentralization as a specific policy; Managing decentralization process; The development of local self-government.

Knowledge and understanding

After successfully completing the course, students will be able to:

1. recognise, describe and explain different conceptions about the role of local units and understand different models of local self-government

2. group and explain basic demands, conditions and dilemmas of the territorial organisation of local self-government

3. describe the scope of local and regional self-government and recognise, define and describe main legal techniques for their determination

4.define and group instruments and measures of supervision of local self-government by the state bodies

5. describe and understand the system of local self-government in Croatia, its structure and basic principles of functioning, and identify basic legal rules that regulate them

6. describe and explain internal political-administrative organisation of local and regional units in Croatia.

 

Application

After successfully completing the course, students will be able to:

1. illustrate different conceptions and models of local self-government by systems of territorial self-government in individual European countries

2. demonstrate and interpret the identity and specific characteristics of local self-government in comparison with other parts of political-administrative system

3. interpret legal rules that regulate the scope of local self-government, and those that regulate the scope of local self-government

4. outline stages and measures for decentralisation of political-administrative system in Croatia

5. use acquired knowledge about the position, role and structure of local self-government in the future work in which the problems of functioning of local units will be encoutered.

 

Analysis

After successfully completing the course, students will be able to:

1. distinguish basic conceptions about the role of local units and compare different local self-government models

2. analyse and connect basic demands and dilemmas of the territorial division

3. categorise and differentiate between basic types of the executive layer in local self-government

4. distinguish and compare the elements of administrative and political decentralisation

5. analyse the process of decentralisation in Croatia and argument its basic shortcomings and problems

 

Synthesis

After successfully completing the course, students will be able to:

1. coonstuct basic explanations of the position of local self-government in democratic orders

2. formulate basic principles of the relation between central state and local and regional self-government units

5. design and formulate elementary interventions in the legal framework of local and regional self-government in Croatia

 

Evaluation

After successfully completing the course, students will be able to:

1. assess the adequacy of individual conceptions and models of local self-government for the realisation of its democratic value and efficiency

2. evaluate different solutions in the territorial organisation of local and regional self-government

3. estimate and recommend modalities of indirect citizens' participation and decision-making in local self-government

4. reexamine and evaluate the position of local self-government in Croatia and assess the current decentralisation process

Practical and generic skills

 

After successfully completing the course, students will be able to:

1. Publicly present acquired learning outcomes in a clear and understandable manner

2. Perform various professional and administrative tasks in administrative bodies of local self-government units and state administration bodies in charge of supervision of local self-government

3. Adequately formulate and argument their own standpoints about democracy in local governance, decentralisation values and participation of citizens in political processes on the local level

4. discuss about basic problems that the territorial self-government is faced with and critically evaluate proposals of reform measures and legal regulations related to basic forms of territorial self-government

Matching Assessments to Learning Outcomes:

Knowledge is tested by written and oral examinations.

1. Written examination

Written examination is conducted through a test of knowledge with open questions related to facts and open questions of essay type. Reproduction of acquired knowledge is expected (learning outcomes A.a).

 

2. Oral examination

Oral examination consists of application and analysis of knowledge acquired on the basis of literature, and the explanation of individual phenomena related to the European administrative space (learning outcomes A.c-A.d).
