Description:

Basic issues. Public servants' ethics with regard to the basic concepts of public administration. Influence of global phenomena and contemporary administrative doctrines on ethics in the public service. The roles of public servants in relation to citizens - from the public servant as a holder of public authority and benefits towards a professional public servant. Patronage, spoils system - merit system. Ethics of public managers and officials; conflict of interests; patronage, nepotism; accountability for unethical conduct. Corruption as a global phenomenon; anticorruption strategies and measures. Strategy of fight against corruption and measures for corruption prevention in the Republic of Croatia. Normative regulation in the Republic of Croatia: civil service legislation, collective bargaining, the Law on the Prevention of Conflict of Interest, the Law on the Right to Access Information; Supervisory and penal bodies in the Republic of Croatia. Codes of Ethics and Codes of Conduct as instruments for fostering ethics and professionalism in public administration. Organizational measures. Educational measures. Basic principles of behaviour in the public service - rights, duties and responsibilities of public servants, breaches of official duty. The principle of equality of citizens' treatment; violation of the equality principle and citizens' rights; providing information to citizens and the role of the media in informing citizens.

Knowledge and understanding

After successfully completing the course, students will be able to:

1. Explain the phenomenon of public administration ethics in value-related and conceptual sense

2. Recognise the connection between understanding about ethics, concepts of public administration and adminstrative doctrines and global social processes

3. Identify different forms of unethical behaviour in political-administrative system and group measures for their prevention

4. Define corruption and discuss anti-corruption measures from strategic documents and National program for corruption prevention

5. Explain basic princoples of ethical and professional behaviour of public servants with regard to work, organisation and their relevant environment

6. Indicate examples of conflict of interest of officials and public servants

7. Describe the role and significance of codes of ethics in Croatia and comparative administrative systems

8. Recognise elements of ethical infrastructure in Croatia

 

Application

After successfully completing the course, students will be able to:

1. Demonstrate succesfulness and flaws of ethical measures in Croatian political system and public administration

2. Illustrate different manners for the prevention of corruption and unethical behaviour from the comparative practice

3. Apply rules of valid regulations about prevention of corruption and conflict of interest, violations of official duties and unethical behaviour of officials and public servants

4. Outline proposals for the change of rules and organisational innovations in accordance with European adn international guidelines and recommendations

 

Analysis

After successfully completing the course, students will be able to:

1. Distinguish between individual types of corruption, conflict of interest, violations of official duties and other unethical behaviours of officials and public servants

3. Analyse the Strategy for corruption prevention and the National program for corruption prevention

3. Compare codes of ethics and codes of behaviour of public servants in different countries

4. Analyse the scope and effects of institutional and organisational ethical measures in the Republic of Croatia

5. Examine elements of ethical infrastructure in the Republic of Croatia with regard to international recommendations and guidelines

 

Synthesis

After successfully completing the course, students will be able to:

1. Propose measures for the improvement of the normative and organisational framework for prevention of corruption, conflict of interest and other unethical behavious of officials and public servants

2. prepare professional analyses about the implementation and effects of current ethical measures in Croatian public administration

3. Formulate proposals for a comprehensive approach (normative, organisational, personal and educational) to building ethical infrastructure in Croatian political-administrative system

4. Manage tasks of ethical commissioners and counsellors in Croatian state administration

5. Propose educational programs in ethis for officials, public servants and citizens

 

Evaluation

After successfully completing the course, students will be able to:

1. Assess the influence of dominating social values on ethical values in Croatian administration

2. Evaluate adjustment of rules and codes that regulate ethical infrastructure in the Republic of Croatia with EU administrative standards and international guidelines

3. Assess the contents and effects of anti-corruption strategies, rules and measures in the Republic of Croatia

4. Compare the normative regulation with the application in administrative-political practice

5. Examine the experience of other countries in transition and recommend adoption of appropriate ethical measures in Croatian administrative system

6. Recommend a change of thge normative regulation for the purpose of strengthening organisational and personal capacity for the implementation of necessary reforms in the area of ethics.

Practical and Generic Skills:

After successfully completing the course, students will be able to:

1. Publicly present acquired learning outcomes

2. Critically evaluate and argument their own attitudes towards desirable ethical behaviour and measures to prevent unethical behaviour in administrative-political system of the Republic of Croatia

3. Actively follow and analyse anti-corruption processes, changes of regulation and introduction of new methods and measures to strengthen public administratione ethics

Matching Assessments to Learning Outcomes:

Kowledge is tested by oral examinations and written mid-term examinations.

 

1. Mid-term examination

Mid-term examination is a form of testing knowledge which is similar to the written examination in structure, but it covers less course contents to facilitate mastering of examination materials to students. It consists of the reproduction, understanding and explanation of acquired knowledge and is primarily connected with learning outcomes of knowldge and understanding. In general, two mid-term examinations are conducted, both of written and oral character. They are organised exclusively for the students who regularly attend classes. Positive grade in both mid-term examinations is considered a complete assessment of knowledge. If the student is not satisfied with the grade, it can be raised by testing of knowledge in a regular oral examination.

 

2. Presentation

Student's presentation is a form of testing knowledge in which learning outcomes of application, analysis and synthesis are assessed. Students who regularly attend classes publicly present a topic and answer the questions od lecturers and other students, thus demonstrating to which extent they understand, apply, analyse and synthesise acquired knowledge. Learning outcome of evaluation is not expected, but if it demonstrated by the student, it results inthe highest grade.

 

3. Oral examination

Oral examination tests the knowledge of students who did not  attend classes or who wish to improve their grade achieved in mid-term examinations. Oral examination consists of  eproduction, understanding, application and analysis of acquired knowledge. Learning outcome of evaluation is not expected, but if demonstrated, it results in the highest grade.
